Does the 2–300 g range apply to every liquid?

No. This is the supplier catalogue's recommended range. Viscous liquids fill more slowly; the catalogue generally limits them to dishwashing-liquid-like viscosity and fills within about 30 g. Above about 30 g for viscous liquids, it recommends CSY-3500. Confirm your actual material and configuration.

Can I specify the fill in mL instead of g?

Specify whether your target is net weight or volume. The catalogue range is in grams. A volume target needs the liquid's density at the filling temperature; do not treat g and mL as interchangeable.
